Con la institución del imperio llegaron a provocar una pasión desenfrenada en el pueblo romano. Los emperadores comprendieron la posibilidad de acallar las protestas sociales a través de la celebración de estas luchas sangrientas que entusiasmaban a la plebe. Esta política de "pan y circo" fue muy efectiva, aunque a costa de las arcas imperiales. Prisioneros de guerra o condenados a muerte eran entrenados para luchar al límite y algunos de ellos fueron admirados como auténticos héroes.
