Ambientada en la ciudad brasileña de Rio de Janeiro durante su mayor y más popular fiesta: El Carnaval. Blu es un pájaro de la especie de los guacamayos que ha crecido en un pequeño pueblo de Minnesota en EEUU, un buen día se entera que es el último espécimen macho de su especie. Es entonces cuando Blu y su dueña, compañera y protectora Linda, deciden tomar rumbo a RIO para conocer a Tulio, un excéntrico experto en pájaros, y a Perla, que es un guacamayo hembra en Rio de Janeiro.

Pero las cosas no salen todo lo bien que hubieran deseado. Mientras Blu y Perla se están conociendo, unos traficantes de pájaros entran en el laboratorio de Tulio y los secuestran. Teniendo como telón de fondo el animado y colorido carnaval de RIO, esta dispar pareja de guacamayos se verá obligada a permanecer juntos y trabajar en equipo para conseguir recuperar su libertad. Blu y Perla emprenderán juntos una maravillosa aventura en la que harán nuevos amigos, se reirán, se divertirán y hasta llegaran a conocerse el uno al otro.
